I am back with yet another healthy-ish cookie recipe.

If you guys love my Whole Wheat Jaggery Cookies, then you will love these Oats Jaggery Cookies too!

Just like the whole wheat jaggery cookies, these are free of refined sugar and made with whole grains.

Simple, good for you stuff.

I don’t claim these cookies to be super healthy or anything like that but these are so much better than store-bought stuff.

These Oats Jaggery Cookies

✓ are made with whole grains- whole wheat and whole rolled oats

✓ packed with fiber

✓ free of refined sugar

✓ eggless and easy to make with basic pantry ingredients

These cookies call for basic ingredients like every day atta (durum wheat flour) which we used in India to make rotis (flatbread) every day.

To make these cookies more nutritious, I added oats to them.

Here, I have added rolled oats. You may use quick oats but I do like the texture of rolled old fashioned rolled oats here.

These cookies are flavored with cardamom and cinnamon, two of my favorite spices.

You can change the quantity of these spices as per your taste. I love little extra spice in my cookies and hence I added 3/4 teaspoon of each.

I have used butter here but you can use ghee also. Just substitute equal amount of ghee in the recipe and follow the same steps.

These Oats Jaggery Cookies are free of refined sugar as they are sweetened with jaggery (unrefined sugar obtained from raw, concentrated sugarcane juice).

If you don’t have jaggery, you may use brown sugar in place.

I also packed in some nuts (chopped cashews and almonds) in the cookies for that crunch. You may skip them if you want or add more nuts if you like nuts in your cookies.

Raisins or dried cranberries would be a good addition too.

The dough for these cookies is quite sticky. So, yeah don’t panic when the dough feels quite wet and sticky, it’s supposed to be that way.

Since the dough is sticky, you just have to pinch the dough, make small balls and then flatten them to make cookies.

There’s no need to roll the dough here. Makes it much easier, right?

How Long to Bake These Cookies

18 minutes at 350 F degrees – for softer cookies with slightly crunchy edges.

20 minutes at 350 F degrees- for crispy edges and soft center (this is my favorite texture and I bake for 20 minutes).

22 minutes at 350 F degrees- if you want super crispy cookies and want the center to be crisp too.

How to Store These Cookies

Let the cookies cool down on a wire rack once they are baked.

Then place in an airtight container and store at room temperature.

They should stay good for 2 weeks at least.

Method

Pre-heat oven to 350 F degrees. Line a large baking sheet with parchment paper and set aside.

1- To a large bowl, add atta, rolled oats, baking powder, cardamom powder, cinnamon powder and salt.

2- Mix until everything is well combined. Set this aside.

3- Sift powdered jaggery before measuring and using in the recipe. Sifting is important so don’t skip it.

4- To the steel bowl of your stand mixer or use your hand mixer, add room temperature butter and powdered jaggery.

5- Using the paddle attachment of your stand mixer or using your hand mixer, beat the butter and jaggery until well combined and creamy, for 2 to 3 minutes.

6- Add milk and mix until combined.

7- Add in the flour-oats mixture.

8- Mix until it all combines together. Then add in the nuts.

9- Mix after adding the nuts. The dough will be wet and sticky. That’s okay.

10- Take a small portion from the dough, around 35-40 grams. Roll to form a round shape.

11- Then press it between your palms to flatten it and make a circle of around 2.5 inch diameter. Repeat with remaining dough and make all the cookies similarly. You will get 13 to 14 cookies.

12- Arrange all the cookies on the prepared baking sheet. Bake at 350 F degrees for 18 to 20 minutes. I bake for 20 minutes for crispier edges.

Bake for 22 minutes for even crispier cookies.

Remove Oats Jaggery Cookies from the baking sheet and place them on a wire rack to cool completely.

Once cooled, store them in an airtight container. Enjoy with a glass of milk or coffee or chai!

  1. I tried these cookies today and they turned out really well. As suggested, I kept them inside the oven for 2more minutes and got the crispier cookies!

  2. I tried this again and again with different additions to keep it interesting for my wife’s evening snack. While most of the solid ingredients are done with, I wanted to check if I can make an orange flavoured one (I’ll use orange juice post beating the butter and jaggery together)? Or can I add a mashed ripened banana, slightly lesser jaggery when mixing with butter?

Since I’m new to baking I’m afraid to try and mess up by mixing flavours which don’t really go well together.

    1. Yes banana will work well, just keep in mind that it will add more moisture to the cookie so you might need to bake for more time for a crispier cookie

    Hi Manali,

    Thanks

  5. Got very tasty biscuits..
Making biscuits consecutively for 4 weeks now..
To make it more healthy, added peanut butter

Your recipe is very good and healthy please share the ingredients in grams as all measuring cups are different.

  7. Hi. The cookies turned very well with your recipe but they turned soft after a day. Not crisp like a cookie should be even after keeping in airtight container after cooling. Any tips?

    1. hmm if they were crispy they should remain crispy. Use a wire rack to cool completely, also maybe bake for few extra minutes next time. Maybe they needed more time in the oven.

      1. Thanks. Making another batch today. Will keep in for a few minutes longer. At a reduced temperature so that the bottoms don’t burn.

Tried these cookies ( first time cookies baker) and it was super hit. Perfectly crispy. Never knew jaggery cookies can be delicious too.

  9. Hi Manali, I have tried your recipe and it’s awesome. So we’ll balanced. Thank you for sharing the recipe.
Just have one query, what will be the tentative price for each cookies. Need ur help on that. As per my costing each cookies is 40/- per pc..

    1. Hi Parmita, glad you like the cookies. Sorry I have no idea regarding the price as neither do I live in India nor do I sell these cookies!

  10. I made these and doubled the recipe as I wanted more cookies, I manged to get 32 by doubling the recipe and I used half mascavado sugar and half jaggery and added some ginger powder too and they tasted great, and only took 18min. Great recipe for diwali, would recommend!

    1. sorry I don’t have much experience with microwave baking. If you follow the same temperatures as oven, then do the same

    1. refrigerate by wrapping in a plastic wrap, when you want to bake, take it out of the refrigerator let it come down to room temperature and then bake

  11. Hi Manali, Just came back to say I tried these cookies and they turned out amazing! I used multi-grain atta and ground oats. I was really surprised at how they turned out. Finally, I have a recipe for a healthy-ish cookie! Thank you so much for the recipe!

  12. Really a wonderful recipe… will make them again. Just wanted to check if we can use coconut oil instead of butter. Let me know. Thanks

    Simply good cookies..
I added fresh cream of cow’s milk instead of butter and milk.
Loved the texture and simplicity of ingredients. Thanks for sharing Manali .

  14. Hi Manali, can the cookies be baked with quick oats rather than traditional rolled oats..will they come out as crispy?

    1. you can try with quick oats, I use rolled for texture, the ones with quick oats will not have the same texture

Today I made a batch of these cookies and they turned out just awesome. Loved the crunch of oats and nuts. Though my cookies got perfectly crispy in 12 mins. I think temperature varies with oven to oven.. Thanks for the recipe!! 😊

I wanted to cook healthy for my daughter’s and saw this recipe. I tried and this was so simple and cookies came perfect. My girls are loving it and I have no issues as well. I used ghee instead of butter. Also as it is a convection microwave oven so kept temp @160 degree C using middle ravi. Thanks a lot @cookwithmanali

Preheated at 180 deg C for 10 min and baked at 180 degC for 15 mins. Cookies were just about to burn. Also, texture was very soft – crumble at touch. Please advise.

    1. looks like much like a oven temperature setting problem with your oven. these cookies cannot burn in 15 minutes. Most likely your oven runs hot, get a oven thermometer and check the actual temperature of your oven,.

  18. Hello Manali,
    How are u?
Great recipe… I tried it yesterday:-) and it came out pretty well.. just wanted to know if we should refrigerate the dough before baking or not?

    1. Hello Priyanka, I have never tried baking in the microwave or in pan. But someone did and here’s what they said-

“People who want to try in microwave can keep it for 1 minutes (if keeping less number of cookies at a time i.e. 1-2) otherwise keep it for 2 minutes maximum (if keeping 6 cookies at a time). I did at 2 min with 6 cookies at a time. “

  19. Hi Manali
    Loved your receipe
However my cookie was very soft despite baking for 25 mins

Wanted to know whether to bake in middle rack or lower rack of the oven

I had done on the bottom rack

    Thanks
    Priti

    1. Hi Priti, looks like you oven temperature setting is off. Please get a oven thermometer and check your oven temperature. No way cookies should be soft after 25 minutes. Bake in the middle.

    1. looks like an oven temperature settings- please get an oven thermometer and check the actual temperature of your oven

    Hi Manali!
I tried these cookies, also added cranberries and chocolate chips and results were amazing. I absolutely loved them. You ask the best part?its eggless and guilt free treat. Please share more healthy recipes like this ?

    1. No, this recipe hasn’t been tested with oil. Using oil will add more liquids to the recipe and that will change the consistency of the dough and the recipe will need to be tweaked a little. if you want to use it, please use your own judgment and change the quantity of flour and oats accordingly.

  21. Hi Manali
Really loved oat cookies with your recipe.if we would like to add some honey in it what should be right proportion for that .

    1. you can add some honey, probably few tablespoons but cut down on the jaggery then and will probably need to adjust the flour as honey is a wet ingredient so add some extra flour to make up for that

  22. Hi Manali,
I was looking for some non sweetened cookies recipe. Will this recipe work well even if i do not use jaggery?

  23. Hi Manali

I am in interested in Jaggery Cookies.

    Will share you email id.

    Lets communicate

    Regards

  24. I have tried this recipe. It is soo good and tasty.
I like to bake cookies with saffola masala oats. Can I use this recipe skipping jaggery, cardomon, cinnamon and nuts. And add more hot water if needed. Can you reply please

    1. I am not sure how you want to make cookies without sweetener? You mean you want to make savory cookies? I have not tested this recipe without jaggery and also those masala oats have a very different texture so bake accordingly.

    1. Hello Manali
I want to try these cookies but I don’t have oven microwave. Is it possible to bake them on gas tandoor ? Else any other option with oven? Another thing what is powdered jaggery ? Can it be made at home?

      1. powdered jaggery is jaggery powder, I am not sure how to explain it. We easily get it an stores here, you can grate block of jaggery and use that in place. Sorry I have no idea about baking on gas tandoor.

Hi Manali! I have been baking these cookies for sometime now and they are super delicious and healthy.I use homemade cow’s ghee in India. I’m in US right now and have all the ingredients except baking powder. Can I use baking soda instead.

    1. Baking soda will give a weird taste I think, since there’s not such of acid in this recipe for the soda to react. I would say skip the baking powder and see, the cookies will turn out little harder for sure but u can give it a try
